This is half the ‘Garland Shepherds’ group, first modelled in 1760 with a plain base, and re-modelled in several sizes in later years, with this rococo scroll base. Bradshaw gives them the numbers ‘E23’ for the 1760’s version, and examples like this one can bear the model no. 56. The partner piece is a gent in a hat with a dog, holding out a ‘letter’.
