Josiah Williams & Co. of Bristol was the largest manufacturing silversmith outside the main production areas of London, Birmingham & Sheffield. They transported their wares from Bristol to Exeter for assessment & marking, but after the Exeter Assay Office closed in 1882, they sent them to London.
The firm originated in around 1818, and shortly after became a Williams-family concern; several generations of father-sons partnerships, including Josiah Williams who took on George Maudsley Jackson as partner. Josiah retired in 1879, and George Maudsley Jackson kept the firm intact, complete with the name Josiah Williams & Co.  He took on David Landsbororough Fullerton as partner in 1884. Their wares were good quality, often with a historical style – this magnificent spoon is a fine example, with Georgian Rococo style embossed bowl and an earlier Baroque- style handle.
